When the "Filter by Organizations" dropdown is cleared, the outlets list does not refresh to show all available outlets. Instead, it continues to display a limited subset of outlets.

Steps to Reproduce:

1. Navigate to My Outlets page
2. Clear the selected organization(s) (set to no filter)
3. Observe the outlets list

Expected Result:
All outlets across all organizations should be displayed after clearing the filter.

Actual Result:
Only a limited number of outlets are shown (same as filtered state), indicating that the filter is still being applied.
