closedOutlets not fully displayed after clearing "Filter by Organizations"

Description
When the "Filter by Organizations" dropdown is cleared, the outlets list does not refresh to show all available outlets. Instead, it continues to display a limited subset of outlets.
Steps to Reproduce:
- Navigate to My Outlets page
- Clear the selected organization(s) (set to no filter)
- Observe the outlets list
Expected Result:
All outlets across all organizations should be displayed after clearing the filter.
Actual Result:
Only a limited number of outlets are shown (same as filtered state), indicating that the filter is still being applied.

This is not a bug. For Super Admins, the system is designed to display only the Danils Table Organization by default. If they need to view outlets from other organizations, they must apply the appropriate filters.
